 do this acting on our own initiative and in consultation with recognized regulatory authorities.  We take  
 any action judged to be necessary, whether or not dictated by statutory obligation or official regulations.

 safety and environmental protection.

The BASF Corporation Chattanooga Site 1 implements these policies through site-specific programs and procedures. 
 
 
Facility Description 
 
The BASF Corporation Chattanooga Site 1 uses 1,3 Butadiene and Anhydrous Ammonia. Ammonia is used for cooling purposes only. 1,3 Butadiene is used to manufacture a water based emulsion polymer or dispersion. This dispersion is used in a variety of products including foams for pillows and mattresses, shoe inserts, general purpose adhesives and for asphalt modification to improve resiliency and extend the service life of streets and highways.

7 The toxic gas release of anhydrous ammonia with off-site impacts.  
7 Vapor cloud explosion resulting from the release of 1,3 butadiene 
with off-site impacts. Administrative  
  procedures limit the 1,3 butadiene storage capacity.    
 
Alternative 
 
7 The pipe leak of anhydrous ammonia with off-site impacts.  
7 Jet fire resulting from the release of 1,3 butadiene with off-site impacts.   
 
 
Accidental Release Prevention Program 
 
To prevent accidental releases, this facility is in compliance with the EPA Risk Management Program, the OSHA Process Safety Management standard, and the Chemical Manufacturer Association's Responsible Care Process Safety Code.  
 
 
Five Year Accident History 
 
This facility has had no accidental release(s) over the past five years, which meet the reporting criteria. 
 
 
Emergency Response Program 
 
This facility has an emergency response plan that is coordinated with the community plan.  Hazmat team members are trained and participate in drills regularly. 
 
 
Planned Changes to Improve Safety 
 
Facility processes are routinely changed to improve safety as a result of employee suggestions, process hazard  
analyses, incident investigations, etc. 
 
For example, some changes that will be initiated prior to the end of 1999 will improve the safety of our regulated processes and include: 
 
7 Construction of an automatic and/or remotely actuated deluge sprinkler system over the entire reactor  
 area.  
7 Construction of an automatic and/or remotely actuated deluge system to protect and provide vapor  
 suppression for the ammonia receiver and pumps. 
7 Installation of remotely actuated isolation valves for the ammonia receiver and distribution piping.  
7 Installation of a remote method of monitoring the ammonia refrigeration compressor operation. 
7 Installation of remotely actuated isolation valves for all of the 1,3 butadiene storage tanks.  
7 Installation of remotely actuated isolation valves for the 1,3 butadiene unloading station. 
7 Installation of density meters on the drains of 1,3 butadiene storage vessels to prevent any emissions  
 during the routine draining of water from vessels.
