System Overview 
 
The Propane Storage System with its integration into the JFK Aircraft Rescue and Fire  Training Facility(AFT) provides the Port Authority of New York and New Jersey(Port Authority) with the most up-to-date live fire training system for training airport firefighters and emergency personnel in large-scale fuel spills that may result from  aircraft. The AFT is a  computer-controlled, propane-fueled  system with a built-in, multi-tier safety system.  
 
Status of AFT 
 
The AFT is in the final stages of construction, and therefore, it has not yet been turned over to the Port Authority.  However, the AFT is completely operational and has been used continuously for the last 12 months for live fire training.

Operations, Maintenance and Training 
 
The PA has completed the Operating and Maintenance Manuals for the Fire Trainer portion of the AFT.  PA contractors are currently finalizin 
g the Operating , Maintenance and Training Manuals for the Propane Storage and Delivery System, and these documents are expected to be completed by December 31,1999. 
 
Safety Features of the AFT 
 
The AFT system has been designed to ensure safe operation for the fire fighting training crews.  Because of this unique method of operation, the AFT consists of many more safety features than are normally provided in a commercial propane system.  The main safety features of the system are the following: 
1.  Computer monitoring of the status of the fire training operation through self-checking diagnostics with both automatic and manual shutdown capability. 
2.  Safety systems that function independent of the computer include; 
    7 36 LEL leak detection analyzers with alarms/automatic shutdown capability. 
    7 7 fire eyes that detect flame propagation and trigger a water deluge system. 
    7 7 fail-safe safety shutoff valves. 
    7 4  manual emergency shutdown switches. 
    7 5 manual radio 
emergency stop transmitters. 
3.  The system has been designed in accordance with NFPA 58 code. 
4.  The propane storage tank is bunkered.
